United Micronesia Development Association announces Oct. 15 that Joe Lifoifoi, chairman of the board, is now the company’s acting chief executive officer and president, and that David L. Wickline has been appointed executive vice president of the company and will oversee the operations of Palms Resort Saipan.
Wickline has been a member of the UMDA board since 2007 and is the managing partner of Alchemy Ventures Trust, LLC based in San Francisco and Saipan.

Antonio B. Won Pat International Airport Authority, Guam announces the appointment of Robert D. Camacho as the chief of airport police Sept. 28. Camacho obtained a bachelor’s in criminal justice from the University of Guam and advanced training in numerous law enforcement and management programs throughout his civilian and military career. He was previously the deputy chief of the Guam Police Department and has been the acting director of the Guam Customs and Quarantine Agency. He served for 20 years at the Department of Corrections in various positions including director and chief parole officer.
Joaquin C, Arriola Jr. was elected a member of the Ninth Circuit Court of Appeals Judicial Conference executive committee during the 2009 annual Judicial Conference held in Monterey, Calif. In January 2007 Arriola was appointed by the chief judge to serve a three-year term as Guam’s lawyer representative to the Lawyer Representative Coordinating Committee for the Ninth Circuit. Arriola is a partner with the law firm of Arriola, Cowan & Arriola. He served for eight years as president of the Guam Bar Association.
Citibank Guam employees Connie Moral-Mayers, public affairs/community relations officer; Rhea Nygard, product manager; and Edna Jasa, compliance and control director; received the 2009 U.S. President’s Volunteer Service Bronze Award for their volunteer service throughout 2008. The award was given to more than 1,000 other Citibank employees nationwide who dedicated over 100 hours of volunteer service to nonprofit organizations and other community projects.

Hawthorne Cat, an authorized Caterpillar dealer, announces the promotion of Michael Carcioppolo as corporate manager of Hawthorne Rental Services. Carcioppolo will be responsible for the rental operations in San Diego, Hawaii, and Guam and the management of Hawthorne’s Product Support Sales and Emissions Solutions departments.
Carcioppolo has held various positions including branch manager, product support sales representative, rental developer and heavy rents manager. He is on the board of directors at the Associated General Contractors San Diego Chapter.
Christopher A. Lund has been promoted to vice president of Gershman, Brickner & Bratton Inc. Lund joined the company in April 2008 as senior project engineer. He has a bachelor’s in civil and environmental engineering from the University of Wisconsin-Madison. He served for six years as chief engineer of the Guam Environmental Protection Agency, 11 years with Dames & Moore/URS and most recently with Bowman Consulting Group.
The Royal Orchid Guam Hotel announces Mary Rose Esmeralda as the sales and marketing business development executive handling international markets including the United States, the Philippines, Korea and Australia, local corporate accounts, and marketing and promotional strategies. She was previously guest services officer at Park Hyatt Melbourne.
Yumie Morishita is appointed sales and marketing manager for the Palau Pacific Resort. Morishita started her career in tourism at Hotel Santa Fe and Ladera Towers on Guam. She obtained her bachelor’s in international tourism and master’s in business administration from the University of Guam. She was formely the social marketing specialist for the Tobacco Control & Prevention Program and most recently, marketing and research manager at the Palau Visitors Authority.
Gloria Travis, administrative services officer for the University of Guam, received certification from the Guam chapter of the Association of Government Accountants as a government financial manager. Travis was the only individual to pass the three-part examination out of 35 applicants.
The 30th Guam Legislature confirms the following appointments referred to it by Gov. Felix P. Camacho: Vicente Anthony “Tony” Ada, as the Department of Youth Affairs director, he had been the vice president of operations for Ada’s Mortuary Inc; Christopher Duenas, as Department of Land Management director; he was previously director of the Department of Youth Affairs.
